OWC signs Vietnam wind cooperation

Global renewable energy consultancy OWC and Pioneer International Consulting (PIC) have signed a strategic collaboration agreement to deliver integrated technical, regulatory, and commercial advisory services for wind and other renewable energy projects in Vietnam.

The cooperation agreement was signed today at the APAC Wind Energy Summit – the largest and most important wind energy event in the Asia Pacific region.

OWC supports clients in de-risking and developing grid-scale renewable energy projects globally, across onshore and offshore, through independent engineering, project development, technical engineering and asset management services. PIC works with investors and developers to advance clean energy projects, transactions and strategy in Vietnam and the Greater Mekong region.

Together, OWC and PIC will provide a coordinated, end-to-end advisory offering, working as one team to support projects across the full lifecycle, from early-stage strategy and market entry through development, execution, and operations.

“This collaboration brings together the capabilities needed to help investors, owners and lenders navigate complexity and move projects forward with confidence.

By combining OWC’s experience from emerging markets and technical project lifecycle expertise with PIC’s local regulatory and market insight, we enable a more joined-up approach to wind and renewable project development in Vietnam, supporting better-informed decisions and helping to bring projects towards investment readiness and bankability,” says Riccardo Felici, OWC’s director of renewables in the Asia Pacific region.

The cooperation marks a strategic step to support Vietnam’s energy transition as the country’s renewable energy project development pipeline is gaining momentum.

Denzel Eades, managing director at PIC, comments: “Vietnam’s offshore wind and green energy sector has evolved significantly over the past seven years, and PIC has been closely involved in that journey, supporting both early private sector investment and ongoing policy development since 2019.

This experience allows us to support clients in navigating regulatory complexity while unlocking new opportunities as the renewable energy market continues to scale.”

OWC and PIC have recently co-authored the Vietnam Offshore Wind Investment Guidelines, developed by the Global Wind Energy Council (GWEC). The guidelines will be launched at the APAC Wind Energy Summit 2026 in Hanoi, Vietnam, on 9-11 June.

The guidelines provide a practical roadmap for developing offshore wind projects in Vietnam, covering regulatory, commercial, and financing considerations.
