Vietnam Offshore Wind Investment Guidelines to Launch at APAC Wind Energy Summit in Hanoi

The Global Wind Energy Council (GWEC) will unveil the Vietnam Offshore Wind Investment Guidelines at a dedicated workshop during the APAC Wind Energy Summit 2026, taking place 9–11 June in Hanoi.


Developed by GWEC in collaboration with OWC, the renewable energy consultants, and Pioneer International Consulting (PIC), the guidelines provide a practical roadmap for developing offshore wind projects in Vietnam, covering regulatory, commercial, and financing considerations.

A Timely Resource for a Growing Vietnam Wind Power Market

As one of Southeast Asia’s most promising offshore wind markets, Vietnam is targeting over 6 GW of wind energy capacity by 2030. However, evolving regulations and complex development pathways remain key challenges for investors and developers to unlock this opportunity.

The new guidelines aim to improve clarity, reduce risk, and support bankable project development across the Vietnam wind energy sector to 2030 and beyond.

Launching at the APAC Wind Energy Summit Technical Programme

GWEC, together with OWC and PIC, will host a workshop on 9 June, 15:00 – 17:30, at the Hanoi National Convention Centre as part of the summit’s official technical programme.

The session will serve as the platform for both the launch and in-depth exploration of the guidelines, providing attendees with actionable insights across the offshore wind value chain.

The workshop will be structured in two complementary parts:

Part 1. Presentation of the Vietnam Offshore Wind Investment Guidelines

This session will introduce the Vietnam Offshore Wind Investment Guidelines, covering:

  • An introduction to Vietnam’s offshore wind sector
  • An overview of the policy, legal, and planning framework
  • A high-level overview of the end-to-end offshore wind project lifecycle
  • A step-by-step guide to the project development process, from early-stage development through to decommissioning
  • An assessment of key bankability issues, investment risks, and regulatory challenges
  • Key conclusions and recommendations for project developers, investors, and policymakers.

This part aims to equip owners, developers, and lenders with a clear and structured understanding of how to develop bankable offshore wind projects in Vietnam.

Part 2. Vietnam Offshore Wind Project Development Process: Key Issues and Strategies

The second part of the workshop will focus on the practical realities of project execution, offering in-depth discussions on strategic considerations for progressing offshore wind projects in Vietnam:

  • Country entry and commercial strategy, including site selection and joint venture partnerships
  • Site identification and project origination
  • Survey strategy and early-stage development requirements
  • Project and investor approval pathways for projects: before and after 2030
  • Financing considerations and bankability requirements.

Moving beyond theory, this session will provide real-world insights and practical strategies for advancing offshore wind projects in Vietnam.

The launch of the Vietnam Offshore Wind Investment Guidelines comes at a critical time as Vietnam accelerates its transition to cleaner energy while meeting rapidly growing electricity demand.
