Project summary:
OWC supported a major Japanese utility with a comprehensive offshore wind feasibility study for two fixed-bottom offshore wind projects in Japan. Conducted during the early, pre-investment phase, the study assessed the technical and commercial viability of offshore wind project sites located in separate regions, identified by METI The Ministry of Economy, Trade and Industry, and MLIT The Ministry of Land, Infrastructure, Transport and Tourism as candidate development areas.
Drawing on OWC’s deep in-country experience in the Japanese market and global offshore wind expertise, the multidisciplinary assessment provided the client with a robust basis for investment decision-making and future project development.
Project Challenges
OWC client in Japan required an independent assessment of the technical and commercial feasibility of two offshore wind projects at different stages of their maturity, to support investment and project advancement decisions.
The client needed to engage in detailed technical discussions with in-country expert with access to global offshore wind expertise, a combination that remains relatively rare in the Japanese renewables market.
Recognising the challenges of coordinating multiple consultants during early-stage development, the client sought a single technical offshore wind consultancy partner capable of managing and delivering the entire multidisciplinary feasibility study under one project structure.
Our Solutions
OWC delivered a comprehensive, multidisciplinary feasibility study covering everything from site characterisation, energy yield modelling, foundation design, construction and installation plan with ports & harbours strategy, operations and management (O&M) and late-life strategy to full-scale LCOE estimation.
The feasibility study was delivered under the leadership of an experienced Japanese bilingual Project Manager with Japanese offshore wind development experience. The project team combined local Japanese offshore wind expertise with OWC’s global offshore wind consultancy and engineering specialists, ensuring the assessment reflected both in-country requirements and international best-practice experience.
OWC Scope included:
- Technical studies: Cable consultancy, wind measurement and metocean advisory, site characterisation, integrated loads analysis, wind resource & energy yield assessment
- Engineering: Cables, ocean engineering
- Geoscience
- Foundation engineering & design
- Electrical infrastructure
- Environmental advisory
- Asset Management Strategy and Ports & Harbours advisory
- Advanced Cost Modelling & Forecasting (DEVEX, CAPEX, OPEX, DECEX)
