OWC appoints Masataka Nakagawa as Country Manager for Japan
OWC – The Renewable Energy Consultants has appointed Masataka Nakagawa as its new Country Manager for Japan.

Isao Terasawa, who has played a pivotal role in establishing and growing our presence in Japan, will be transitioning to the role of Managing Consultant and will continue to contribute both our clients and internal teams.
Stepping into the role of our new Country Manager for Japan is Masataka Nakagawa.
A dynamic leader with deep technical expertise in offshore wind, Masataka has already proven himself as a key member of our team. In this new role, he will strengthen OWC’s presence while driving OWCs Japan market growth. His leadership will ensure excellent support for both our local and international clients as we help them navigate regulatory challenges and achieve commercial success in offshore wind projects.“
He steps into this role following his tenure as Floating Wind Team Leader at OWC. There, he played a key role in advancing floating offshore wind development in Japan.
With a background in marine, structural, and civil engineering, Masataka has extensive experience in the offshore wind sector. Before joining OWC in 2021, he worked at a major offshore wind EPCI contractor in Japan, specialising in integrated load analysis, offshore installation, and mooring system design for floating offshore wind turbines. His notable achievements include overseeing the design, manufacture, and installation of Japan’s first synthetic mooring system for floating wind.
Masataka has led more than 30 early-stage floating offshore wind projects, covering site screening, foundation design, floater fabrication studies, and technical due diligence. His leadership has positioned OWC as a key advisor in Japan’s floating wind sector, supporting developers, EPCI contractors, and suppliers as they navigate the country’s evolving offshore wind landscape.
Japan has set ambitious offshore wind targets, aiming for 10 GW of capacity by 2030 and up to 45 GW by 2040. Masataka’s appointment strengthens OWC’s ability to support this growth, offering expertise in project development, engineering, and advisory services to accelerate Japan’s offshore wind ambitions.
Nakagawa officially assumed his new position in January 2025. Under his leadership, OWC remains committed to driving innovation and supporting Japan’s transition to a sustainable energy future.
