OWC Supports Investment in French Floating Wind

Technical due diligence supporting Q Energy in its acquisition of a stake in Pennavel floating wind

OWC’s team in technical advisory and due diligence, has supported Q ENERGY France in its acquisition of a stake in the Pennavel floating offshore wind project awarded by the French state in the AO5 tender. Pennavel is set to become France’s first commercial-scale floating offshore wind farm.

Located off the coast of Southern Brittany, the Pennavel project has a planned capacity of 250 MW and is expected to supply renewable electricity to the equivalent of more than 450,000 households once operational.

OWC’s offshore wind specialists provided technical due diligence alongside Green Giraffe, that helped Q ENERGY assess key technical, delivery and risk considerations for the Pennavel project, ultimately, enabling an informed investment decision.

Services included project technical and cost due diligence for topics covering WTG, floaters, cables & grid connection, as well as geo‑consulting and reviews of future transport and installation (T&I) plans.

The acquisition strengthens the Pennavel consortium, alongside Elicio France and BayWa r.e. France, and marks an important milestone in advancing French commercial‑scale floating offshore wind, with relevance for other emerging floating wind markets.
