OWC Awarded New Contract to Support the Baltic Sea’s ELWIND
OWC is pleased to announce that is has been awarded a new contract by ELWIND – the joint Estonian-Latvian offshore wind initiative – to provide technical expert services to support the project’s pre‑development studies.
The ELWIND studies form a central part of the early‑stage development of this environmentally responsible offshore wind project. The offshore wind farm aims to enhance regional energy security, drive energy affordability, and stimulate new business opportunities across the Estonian and Latvian parts of the Baltic Sea.

Under the agreement, OWC will support ELWIND throughout pre-development to ensure that study results are reliable and technically robust, underpinning critical planning and future investment decisions.
To achieve this, OWC’s multidisciplinary specialists will deliver technical oversight and advisory services across several key areas, including:
- Metocean in-situ measurement campaign
- Geophysical and geotechnical surveys
- Wind resource assessment
- Quality review and validation of collected datasets and methodologies
- Monitoring data integration and assessing technical risks
- Recommendations for additional investigations to support engineering design and environmental assessments
